PRE-RFP SITE VISITS

Pre-Request for Proposal site visits of the Port of Anchorage North Extension will be conducted as follows:

Sept. 20, 1:00 – 2:00 PM
Sept. 21, 1:00 – 2:00 PM
Sept. 22, 1:00 – 2:00 PM

Tours will depart from the Port of Anchorage Security Center located at 311 Roger Graves Road, Anchorage, AK.

The Port of Anchorage is a secure facility. Visitors are required to present government issued identification to enter the Port of Anchorage.

Although site visits are anticipated to be offered during the formal request for proposal period, the site visits listed above are to give prospective proposers an opportunity to view the site prior to snow fall.

Q1: If interviews are conducted, how will the interviews be scored?
A1: Interview scores will be included within the technical score.

Q2: Will the owner put out a separate RFP for inspection and testing?
A2: No, we anticipate that third-party inspection and testing will be required to be provided by the progressive design build (PD/B) contractor.

Q3: At which stage in the project do you expect to have permits in hand?
A3: Permits are ideally in hand at 30% design. Due to the nature of permitting, we are unsure of when all permits will be in hand.

Q4: Who will be on the selection committee?
A4: The selection committee is expected to consist of seven members. Selection committee membership is confidential until after contract award.

Q5: Will a third party estimator be provided under the project management consultant (PMC)?
A5: No, the estimating will be contracted separately. The PMC will provide an owner’s estimate separate from the third party estimator’s estimate.

Q6: How can questions and comments be submitted?

Q7: Will there be additional geotechnical investigations on the NES fill material?
A7: It is anticipated that the PD/B contractor will perform additional geotechnical investigations as a part of their design.

Q8: Permitting agencies typically require permitting of the entire project. Are you confident you will obtain permits for Phase 1 only?
A8: Yes, the project has partnered with the U.S. Army Corps of Engineers to develop a permitting strategy.

Q9: Will the PD/B contractor be involved in the permitting?
A9: The PD/B contractor will be involved to the extent of integrating design alignment and details with sedimentation modelling results and the permit project description. There may be some iterative design analysis required to finalize the permitting process.

Q10: How will the acoustic investigations performed during the test pile program be used in the future?
A10: The results of the test pile program will be available to the public after finalization and will be provided in the RFP.

Q11: Can you provide a PMC team roster?
A11: PMC team members present at the Aug. 4 outreach meeting were:

Q12: Please clarify concept excavation and dredging quantities.
A12: Concept excavation and dredging quantities are based on the concept alignment with material excavated above Mean Low Low Water (MLLW) and dredged below MLLW. Contractors final execution plan will determine quantities and methods.

Q13: Concerning the future RFP, given it is similar to a CMGC, will it require a bid bond, and if so, what dollar amount? Or, will bonding come later with the GMP?
A13: A bid bond will not be required. However, MOA will require that the Step 1 proposal include proof of performance and payment bonding capability. A performance and payment bond will be required before the GMP construction services option is executed.

The Port of Anchorage will host an informational meeting for potential constructors and designers to discuss Step 1 of the Anchorage Port Modernization (reconstruction) Project’s North Extension Stabilization.

What: Step 1 of the North Extension Stabilization Information Meeting
When: August 4, 2016, 10 AM – 12 PM
Where: Conference Room 830 (Mayor’s Conference Room), 8th Floor, Anchorage City Hall, 632 West 6th Ave., Anchorage, AK   (Please note meeting location change)

The Port of Anchorage is moving forward with design and construction a modernization/reconstruction project to replace the Port’s aging docks that have far exceeded their economic and design life. Port modernization/reconstruction will:

Port officials intend to pursue North Extension Stabilization work with a two-step progressive design/build (PD/B) contract. Then intend to intend to solicit and contract with a single entity to design and build the first portion of the North Extension Stabilization for a guaranteed maximum price. This PD/D is different from a traditional design/build contract in that the guaranteed maximum price will be negotiated as the design is completed. The design will be optimized to best achieve the project goals through the collaborative efforts of the PD/B team, Port officials and Port Modernization Program management consultants (CH2M and HDR). The PD/B contract may be terminated if a guaranteed maximum price cannot be agreed upon, and then the delivery method will transition into a design/bid/build with the design being issued for bid.

We anticipate that the PD/B team will be selected on a best value basis. Our two-step PD/B procurement will solicit potential teams of designers and constructors with a request for proposal that will require teaming partners to submit their qualifications and experience along with a cost component. Project officials intend to formally issue this RFP in late October, 2016. They will short-list three teams for interviews and final selection.

This project is on a fast track and is tentatively scheduled to start construction in 2017 with completion in fall 2018. We anticipate awarding the PD/B contract in early 2017.
